50,000 government employees 'did not pay', Madhya Pradesh investigation started. Bharat News

The Madhya Pradesh government has started an investigation into the allegations that the salary of 50,000 government employees has not been paid for more than six months as the Finance Department said it has started a verification excluded.

These employees have employee code, but their salary has not been drawn, increasing doubts about potential irregularities.

The Commissioner of Treasury and Accounts (CTA) asked the drawing and dysberting officers (DDOs) to investigate the matter on 23 May.

The Finance Department said in a statement that data verification for both regular and non-regular employees is a “continuous process”, which is performed through the Integrated Financial Management Information System (IFMIS) software. The exercise is being led by the Commissioner, Treasury and Office of Accounts, which has issued several instructions to Treasury and Discharge Officers to confirm the accuracy of the employee records.

An official of the Commissioner’s Office said, “All treasury, drawing and dysberting officers have been directed to verify the employee data through official correspondence from time to time.”

Working under the Commissioner of State-level Financial Intelligence Cell (SFIC), Treasury and Accounts regularly analyzes data from Treasury and monitors the salary disbursing trends. According to officials, SFIC recently examined the records of around 50,000 employees, whose salary has not been drawn through Treasury software in the last four months.

“In such cases, verification of employee details has been made mandatory through respective drawing and dysberting officers,” read a instruction issued by the Commissioner. “This is a continuous process that is done by the office from time to time.”

Further irregularities were detected by reviewing the data of December 2024. The department said, “There are employees with valid staff codes whose retirement dates have not been recorded, and the exit process in IFMIS has not been completed, yet no salary has been withdrawn for four months,” the department said.

In light of these findings, Treasury authorities have been asked to share relevant data with DDOs and get written confirmation within 15 days, including the causes of salary stagnation. “The details received from DDOS will be presented to the Commissioner’s Office,” the instructions said. “If any discrepancies are found during data verification, immediate reports should be sent through divisional joint director, treasury and accounts.”

Officials said the investigation of employee data is not a separate audit, but “a standard and ongoing administrative process aimed at maintaining transparency and accuracy in the state’s financial systems”.
