According to EC officials, the “Special Intensive Amendment” of the Election Commission in Bihar is expected to start on the ground over the weekend, about 80,000 booth level officers (BLOS) are going from house to house to distribute two forms for the current 7.8 crore registered voters.
The pole panel announced the “special intensive amendment” of the electoral rolls starting on Wednesday, which will end with the publication of the election role on 30 September before the assembly elections in November. Such a final amendment was in 2003. Since then, annual amendments have been made before the Lok Sabha and Assembly elections, in which only additions and delays are being done. This time, the roll will be removed.
All voters will have to submit the form, which will be filled before their names, voter ID numbers, constituencies, address etc., which will also require the age and place of evidence of birth for themselves, for themselves, for the admissions after 2003. All existing voters will have to submit the form and documents by July 25, which failed, their names will be removed from the draft role. They will still get an opportunity to get their name in the final role.
After the announcement on Tuesday, a team of nine senior EC officers, headed by senior by -election commissioner Manesh Garg, visited Patna on Thursday and Friday to review the system. The EC team held meetings with the Chief Electoral Officer, DCS and Election Registration Officers.
Officials said that about 16 crore form for each voter – the process of printing each each each – is likely to be completed by Saturday and Bloos will probably start distributing them from Sunday. He said that earlier forms were likely to be available on ECI’s Ecinetan app for download by voters from next week.
On the reasons behind the intensive amendment, EC said on Tuesday, “various reasons such as rapid urbanization, frequent migrations, youth citizens are becoming eligible to vote, non-reporting of deaths and an intensive modification to include the names of foreign illegal immigrants requires the operation of an intensive amendment to ensure integrity and error-free election preparation.”
