The Center has asked the states and center areas to make a proposed change in the boundaries of administrative units before 31 December, when they will be considered final for census exercises.
In a letter to all states and central regions, India’s Registrar General and Census Commissioner Mitunjay Kumar Narayan has said that for census, all villages and towns are divided into uniform calculation blocks and for each block, a calculator is assigned to avoid any miss or repetition during population calculation.
According to the criteria, census can be held only three months after the cold of boundaries of districts, sub-districts, tehsils, talukas and police stations.
Narayan said that from April 1, 2026, housewife operations, appointment of supervisors and enumerators and work division will be done, and population census will begin on 1 February 2027.
It is important that once the calculation block is finalized, the boundaries of administrative units are not replaced, stated in the letter.
In his letter addressed to the Chief Secretaries, Narayan asked to direct all departments to make any proposed changes in the boundaries of municipal corporations, revenue villages, tehsils, districts before 31 December.
He asked the states and the UTS to ensure that there should be no change in the boundaries of administrative units between January 1, 2026 and 31 March 2027, during which there will be a census exercise.

Any change in existing boundaries should be informed for the Directorate of Census at States and Central Region and Registrar General of India by 31 December, 2025.
“For census 2027, on December 31, 2025, the boundaries of administrative units will be frozen,” the letter said.
To ensure a proper charge for the enumerator, an administrative unit is divided into managed classes for a census called “block”.
A block is a clearly defined area within a village or city for census purposes.

They are called Husselisting Operation and Enumeration Block (EBS) during the population calculation called Husselisting Block (HLB) and are worked as the smallest administrative units for the census.
India’s 16th census will be held in 2027 with a reference date of October 1, 2026 in the rest of the country with a reference date of October 1, 2027 in the rest of the country.
The census will be held in two phases. In the phase an IE hoselisting operation (HL), the housing status, property and facilities of each house will be collected.
Subsequently, in the second phase IE Population Calculation (PE), every person’s demographic, socio-economic, cultural and other details will be collected in each house.

In the census, caste will also be calculated, a government statement said.
For census activities, about 34 lakh couteters and supervisors and about 1.3 lakh census officials will be deployed.
It is the 16th census ever and is the eighth after independence.
The upcoming census will be organized through digital means using mobile applications. Provision of self-catering will also be made available to people.

The statement said that very stringent data security measures would be kept to ensure data security at the time of collection, transmission and storage.
The reference date for the census of the population will be 00:00 hours on the first day of March-2027 March 2027. The reference date will be 00.00 hours of the first day of October 2026, the center region of Ladakh and the non-radical snow-bound areas of UT in Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand.
This census will be done after 16 years as the final one was done in 2011.
