In a decision that will benefit the commercial vehicle owners, the government has dropped the toll rate for the classes of national highways, with structures such as bridges, tunnels, flyovers or high highways.

Currently, the toll for structured parts of national highways is 10 times more than normal tolls. In a revised notification issued on Tuesday, the Ministry of Road Transport and Highways has designed a new formula to calculate the user fee for a section of national highways including structures.

According to the new source, the minimum length calculation is 10 times more in the length of the net road or 5 times more in the total length of the national highway, which is less.

For example, if the total length of a section of the national highway is 40 km, which has a 30 km structure and a pure road of 10 km, the minimum length will be calculated as 10 x 30+10 = 310 km or five times the total length of the national highway which is 5×40 km = 200 km. The user fee will be calculated for shorter length which is for 200 km.

This would be a major relief for users who travel on the stretch of highways where structures eat for more than half of lengths. Under the new mechanism to determine toll fees, according to the National Highway Fee (Determination of Rates and Collection) Rules, one-way car trip will cost Rs 292, 1.46/km, 2008. This fee will be much higher for a taxi, a commercial vehicle.

User fees are high for the structure classes of national highways to recover the costs in the construction of tunnels, bridges or high stretches on the highway.

The ministry said that for the existing public-funded toll plaza, the new rule will be effective from the next scheduled user fee modification date. For the new toll plaza, this will apply since the operation starts. For concessional operated fee plaza, this concession will apply at the end of agreements.

Officials said the new rule will mostly benefit the commercial vehicle as they are charged four to five times to be paid by private vehicle owners who also have the option to buy an annual pass of Rs 3,000 to reduce the burden of spending toll.

“For example, in the Delhi-Dehradun Expressway, the elevated structure towards Delhi is 18 km and towards Dehradun, it is passing through a 15-km wildlife high corridor. Commercial vehicles will have to pay 50% less toll for the structure section. 28.5 km Dwarka Expressway has 21 km structures.
