An official said that amid the ongoing cracks on illegal immigrants, the Secretariat of Lieutenant Governor (LG) wrote to Delhi Chief Secretary CS Dharmendra to implement strict rules for issuing ID evidence, an official said.
Dharmendra has been asked to provide a comprehensive list of all Aadhaar enrollment centers in Delhi by 15 July. The registrar-India’s Unique Identification Authority (UIDAI) was also directed to switch to the in-house model of enrollment within two months. The model determines the direct base enrollment or update under the supervision of the registrar rather than the third party vendors.
The Chief Secretary has been directed to conduct a monthly audit exercise under the supervision of the Divisional Commissioner to ensure that there are no flaws.
LG reads the letter of the secretariat, “LG has been brought to the attention that illegal immigrants have succeeded in securing the Aadhaar card on the basis of false documents or wrong bayani during the security review meetings in many examples.”
The letter stated that the illegal procurement of Aadhaar card enabled individuals to secure the documents that install their nationality IE passport and voter ID card.

“They take advantage of the benefits under the welfare schemes administered by the Central and State Governments. After securing the Aadhaar documents, illegal immigrants secured jobs, adversely affected local employment by disappointing local labor markets. This is also a widespread impact for national security,” read letters.
The LG Secretariat said that the current situation demanded a new look at the responsibilities assigned to the Registrar under Aadhaar (nomination and update) Regulations, 2016 in Delhi, especially in Delhi, in relation to field-level implementation, monitoring and verification procedures.

The LG office also stated that in 2022, the state governments were asked to transfer registrar or nomination agencies working under an outsourced model to an in-house model. But in Delhi, the system is yet to be kept.
“LG has expressed concern that this system has not been kept till date. In addition, it has also been brought to the attention of LG that operating mechanisms under various registries under GNCTD are not adequately standardized,” the letter states.
Some registrars are entangling nomination agencies, while some float tenders to buy machines, which makes a difference in approach by various departments.
Officials said that LG Vin Kumar Saxena has directed that clear instructions will be issued to all registrars to strictly follow the provisions of Aadhaar (Nomination and Updated) Regulations, 2016, and switch in-house models of Aadhaar enrollment within two months.

A comprehensive details of all enrollment centers established by the state government, including municipal bodies, can be kept with the current mode of the latest functioning by July 15.
In addition, the LG Secretariat said that Aadhaar enrollment is a highly sensitive practice and hence it is important to fix the responsibility of the person who is collecting data before issuing the Aadhaar so that the accountability in the case of laps can be fixed.
UIDAI has issued detailed instructions for the documents required for the Aadhaar enrollment of various age groups (ie. 0-5 years, more than 5 years and more than 18 years). Registration should make operators sensitive to collect documents for Aadhaar enrollment and updates as per the guidelines issued by UIDAI.
The LG Secretariat issued directions for strict action against any calls by employees to facilitate Aadhaar enrollment or illegal immigrants.
