Assam Chief Minister Himanta Biswa Sarma has said that concerns over demographic changes in Assam cannot be addressed by “legal” steps such as voter list amendment and a National Register of Citizens (NRC), emphasizing that “Swadeshi solution” is required.

Sarma often reflects the lack of confidence in NRC practice, and on Tuesday, he said that he does not believe that either the NRC or voter list amendment is a sufficient response to the “demographic attack”. He alleged that the middle and lower Assam, where Bengali-origin Muslims are centered, have been subjected to the “demographic attack” and that the upper Assam is in danger of similar changes.
“Demographic is a social science concept. This is not a legal concept. If you tell the court that demographic change is taking place, the court will say ‘so they are all Indians? They are all Indians … This is an attack on culture, civilization, tradition. It cannot be given in NRC and voter list.
