Earlier this month, in a communication, the MHA said that it has decided to review the equipment of DPM and FIP for the exile of illegal migrants with all stakeholders and found that many states/UT were facing issues about digitization of paper -occupied fingerprints and were sending it to NCRB for digitization. An official stated that this led to “some gaps between the data of taking fingerprints on paper by manual scanning compared to digital records.

The official said, “It has been decided by the Center that NAFI infrastructure and equipment will not be used to collect biometrics of illegal migrants on the FIP portal … Now, the fingerprint scanner available in the district will be used under the DPM of IVFRT.”

To facilitate the exile of the illegally living Rohingyas, MHA launched a portal to collect biography and biometric details after accessing all states/UTS in 2018, said by Communications.

“DPM was rolled out in 2023 to increase the capabilities for identification for foreigners and later the portal was upgraded to a broad portal-FIP to cover illegal migrants from all countries.

NCRB implemented the NAFIS project three years ago, which provided equipment for installation of national reserves of criminal fingerprints to all districts, Police Commissioners, State Fingerprint Bureau, Central Fingerprint Bureau and Central Law Enforcement agencies.

In addition, the fingerprint identification system of all states/UTS has been integrated with NAFI, making the national reserves of 1.06 crore criminal fingerprint records by 31 October last year. Later, FIP database was also added to Nafis.

After reviewing, it has been decided that fingerprints, scanners, computers and webcams will also be provided in police stations, specially identified hotspots, in holding centers and also in border out posts (BOP), which are made by Border Guarding Forces for the collection of illegal migrant biometrics, and are appointed by FIPS.

An official said, “The Ministry of External Affairs will take further action to get the nationality verification of the cases of illegal migrants, which refers to them on the FIP portal by the Registration Office of Foreigners,” an officer said.

A senior official said, “The Immigration Bureau has been formed at the Central level through the Regional Registration Office of Foreigners for FIPs and has to ensure two things: Migration data in IVFRT system and data from FIP to IVFRT system and data will no longer be transferred to NAFIS.”
