Next to the upcoming assembly elections, the NDA government in Bihar on Tuesday approved proposals for direct cash support to youth and artists, major outlines for religious and rural development, and direct cash support for reforms in health, agriculture and infrastructure areas.
In a cabinet meeting chaired by Chief Minister Nitish Kumar, “Chief Minister Pratidya Yojana” was approved. It is an internship scheme that promises monthly stipend for people in the age group of 18-28, who have completed skill development training or are entitled to educational qualifications ranging from class 12 to postgraduate degrees.
Under this scheme, candidates who have been passed from class 12 will get Rs 4,000 per month, people who have gone to Industrial Training Institutes (ITI) or diploma holders, they will get Rs 5,000, and graduates and postgraduate will get Rs 6,000. Outside their home district, people doing interning will be entitled to an additional Rs 2,000 per month, while those working outside Bihar will get an additional Rs 5,000.
This year, with the aim of 5,000 youth and one lakh youth over five years, the scheme will have a outlay of Rs 685.76 crore, in which financial assistance will be paid directly to the bank accounts of the beneficiaries. The internship will be from three to 12 months, with additional livelihood support in three months.
The cabinet also gave a green light to a plan of Rs 882.87 crore for the widespread development of Panthora Dham in Sita, it is believed that it is the birthplace of Sita, which aims to convert it into a major religious tourism hub. Meanwhile, more than 40 acres of land was handed over to the tourism department for the development of Simaria Ghat in Begusarai.
The cabinet also rolled out “Chief Minister Kalkar Pension Scheme”, with a monthly pension of Rs 3,000 to artists aged 50 and above, who have a decade experience in traditional, classical, visual or performing arts, provided that their annual income does not exceed Rs 1.2 lakh.
Another scheme, called “Chief Minister Guru-Shishya Parampara Yojana”, is aimed at preserving and promoting rare and endangered art forms with a two-year training program. Supported by an allocation of Rs 1.11 crore for the current year, it will offer an incentive of Rs 15,000 to the gurus, Rs 7,500 to musicians and Rs 3,000 to students.

The health sector watched several major decisions, including the expansion of “Chief Minister Chikita Sahanta Kosh” – financial assistance for medical treatment – to cover elected representatives of Panchayati Raj Institutions and Village Kachri. In addition, 20.60 acres of land was transferred to the Health Department for the construction of a government medical college and hospital in Rampur Kodarkti in Araria district.
Judicial reforms were also on the agenda, the cabinet approved “retired Chief Justice and Judges Domestic Assistance (s) Rules and other profit rules, 2025”. Retired High Court judges or their spouse will receive Rs 55,000 per month for domestic help or drivers, while the retired Chief Judicial or Supreme Court will receive Rs 60,000. An additional Rs 15,000 per month will be provided for telephone, internet, secretarial and security services.
On the Agricultural Front, the cabinet approved Rs 36.35 crore for the National Mission on Natural Farming for 2025-26, Rs 80.99 crore for agricultural extension under the fourth agricultural road map, Rs 30.49 crore for establishing and strengthening and strengthening the quality laboratories of soil, soil health and fertilizer quality laboratories, and Rs 41.02 crore for agricultural training and treatment.
The development of the infrastructure was approved by Rs 37.07 crore for the 12.8-km road and under the accessible sustainable scheme with two major bridges in Motihari, and Rs 32.48 crore, and 32.48 crore for the integrated management of the Gokul reservoir in Bhojpur.
