You are in office since last December. What are the main challenges, and how are you trying to deal with them?
First, we focused on disposal of cases. Now, each of the 40 police districts of Bihar is settling about 50% more cases than before. We have insisted Intense Investigation and quick testing in the form of two columns of policing. Under the Indian Nay Code (BNS), the scope of deadline for investigation has been expanded … We have limitations due to lack of manpower – while 2.47 lakh personnel have an approved police force, about 50% of it is vacant. But late, we have recruited 21,391 constables, and another 19,000 constables should be recruited by the end of this year. Apart from this, we are also advertising for 4,300 constable-driver posts for our 11,000 vehicles. More than 4,000 sub-requests will also be appointed. We are trying to become equal to work in many ways.
How do you deal with the changing profile of crime in the last 30 years – from Dacoity to Cyber Crime?
It is very true that the profile of crime has been changing a lot in the last 30-35 years. By 2005, there were so many incidents of Dacoity that South Bihar Express and Palamou Express trains were called “Dacoity Express” … kidnapping for ransom in the 1990s, which we called ‘KR’, was another major challenge. Every now and then, some big ticket will be kidnapped in Bihar … However, we have to say that we did not face any (political) pressure to protect any accused. After all, no government wants to discredit.
What about a new age crime?
The biggest challenge is cybercrime, especially involving retired government employees in examples of ‘digital arrest’. The Jamtara-Model Crime is a later incident after 2014 (Jametara is a city in Jharkhand known as the hub of cybercrime), with the use of UPI.
However, it is not a Bihar-specific problem, but PAN-India and Transnational.
We are working on how to compete with their multi -level modus operandi, which includes everything from theft of identity to mule bank accounts.
Now we have a cyber police station in every Bihar district. We are also creating a dedicated cyber unit under the Economic Offenses Unit. In addition, we are monitoring the social media posts of the suspected cyber gang.

Prohibitions imposed since 2016 have been facing issues of implementation. A large number of deaths have occurred, caused by alcohol. Why has it not been able to supply Bihar Police?
This is a social law. It has had a positive impact – riots cases have come down by 14,000 per year to 2016, now it has been reduced by 3,000. Domestic violence has reduced.
However, it is true that areas with Bihar border find inspiration in the business of illegal trade. In addition, they are coming with innovative tricks one after the other. Has it been reported in the use of alcohol restrictions?

The 2024 NEET-UG paper leak in Bihar created national news. Other papers have also been leaked from the state. What is the origin of these gangs in Bihar, and how are you working with them?
Yes. This has been a challenge, in which the state reporting paper is leaked in many examinations. We are preparing the dosier of all the suspected solver gang working from Bihar or are associated with the Bihar gang. Many times, we also monitor them. We keep an eye on his social media posts. We have increased the fine by Rs 1 crore in such crimes. The state is also building capacity along with the construction of its own examination centers, rather than that is completely dependent on the private online examination centers on rent.
What are your proposals to curb licensed chronology, which a police study says that there are many violent crimes behind?
We have proposed that the ammunition limit for a weapon licensee should be brought from 200 to 50 in a year with 200 cartridges. One must now also explain where ammunition was used and empty cartridges were produced to get another set. Celebrating firing has been completely banned. Licensed weapons can only be used for self -defense …
The Special Task Force has currently seized more than 7,000 ammunition cartridges. We are also trying to curb the illegal gun assembly and manufacturing factories in Munger.
What about the danger of sand mafia in Bhojpur, Aurangabad, Banka and other districts?
It has been a large area of focus. Late, we seized 100 sand trucks in Aurangabad. We have also seized some trucks in Banca. Ancience raids are conducted according to the tip-off.

Finally, what are your modernization and women empowerment initiatives?
Since 2005, the construction of more than 1,000 police station buildings has been approved, and we have so far constructed 700 … For women empowerment, we have two dedicated women battalions … Plus, Patna Traffic is now being taken care of by most women.
