The Bihar government has introduced a new online self-transfer system for teachers, which aims to solve any “dissatisfaction” on recent postings and to streamline the process of filling vacancies in schools.
Additional Chief Secretary, Department of Education, Dr. Siddharth issued a directive on Thursday, in which the teachers were allowed to apply for transfer through the e-Shikhak Kosh portal. This step comes after several round transfer after failing to resolve complaints from teachers about the places set by them.
Siddharth mentioned in his letter to the District Education Officers, “Teachers have been transferred to various stages, but despite being posted at a distance of 30 km from a distance of 30 km, they are not satisfied, so complaints are being lodged at various levels.”
This order also reveals that educational work in schools is being affected where transferred teachers have not yet been replaced.
Under the new system, teachers can log in to the portal, can see the list of transferred collections by district, subject and category and apply for self-transfer. The instructions states that teachers of the same category and subject can form groups up to ten and arrange mutual transfer between their current schools. The department says that this will “help in filling the vacant posts and allow teachers to select themselves by transferring themselves.”
Verification for the transfer process will be conducted through OTP and the transfer order is to be issued within three days of the application. The order clarifies that “it would be mandatory to join the selected school within seven days of the transfer order is issued. If a single teacher in the entire group refuses to join, the transfer order of all transferred teachers will be canceled.”
This facility will be available from July 10 to the end of the month, further guidelines will be issued separately, reading instructions. The Education Department has clarified that neither the state headquarters nor the district establishment committees will intervene in this process, it is responsible for the transfer directly on the teachers.

The initiative follows a large -scale transfer drive earlier this year which included more than 1,30,000 teachers. Despite the government’s efforts to make the process transparent and efficient, many teachers remained dissatisfied with their posting, motivating the department to introduce this self-transfer system.
The official said that the new system is expected to help the teachers facilitate and address the challenge of vacant posts in schools.
