For 2 years, 14 men behind the rape of a minor Dalit girl, system failure meant to protect someone

In a hospital in Andhra Pradesh district, a 15-year-old girl, a pregnant of about eight months, spends a 150-bed ward in her day, surrounded by expected mothers and infants. Authorities have considered dangerous to end their pregnancy at this level, and say that sending her home is not an option – teenagers 14 men are sexually abused for more than two years, who are from an influential community in the village where crimes were committed.

According to officials, the investigation, which started in the first week of June after the 15 -year -old mother went to the police, has revealed the failure of the systems that were designed to protect someone: a single mother’s daughter, killed by poverty, and dominated a village in a village belonging to SC (Madiga).

“It was his young age, vulnerability and caste, due to which men could hunt and exploit him for two years, she had become pregnant at the age of 15. The system to investigate her welfare was not even reported by her class teacher that she was out of school,” Superintendent of Police V Ratna told The Indian Express.

“It has been decided to keep the girl in the hospital till delivery. If she is released from the hospital and sends her back to her village, no one knows what will happen. She is being provided consultation and other care. After delivery, mother and child will be taken to a government house for women,” SP, who is leading the investigation, said.

The girl’s examination started when she was 13 years old and was in 8th grade. According to the police report, after the girl’s father died about three years ago, her mother moved to a nearby village near the Karnataka border.

According to the police, one of the accused also found the girl and her classmate from the SC community, sat alone after school and took pictures on their mobile phone. “Using violence, threats and threats to leak photographs on social media, two accused forced the girl to first present their demands and raped her. They also filmed the act. These videos and photos were used to exploit the girl by the girl and the primary accused to exploit the girl,” the SP said.

After finding out that the girl was pregnant, her mother contacted the police in the first week of June. On 9 June, the police arrested six persons, and later 11 more.

The police remand report has 17 accused – 14 names who allegedly raped her for nearly two years, and three persons including a minor classmate to not inform the authorities. All have been arrested.

The arrested accused include three minors and 14 people between 18 and 51 years of age. He has been charged under the sections of the Safety and Information Technology Act of children from Bharti Justice, Sexual Offenses Act.

The police is also looking at the failure of the girl’s class 10 teachers to report her absence or inquire why she has stopped going to school. “This is SSC, the most important class. If a student is not seen in class for several days, any teacher will notice a check and operate a check. His teachers failed to do so,” said SP Ratna.

Village Mahailla Samakshna Karyadarsi – Volunteers integrated into the system as ‘Mahailla Police’ – also failed to conduct a welfare investigation on the single mother and her child. “It was known that the mother was depressed after her husband’s death and was difficult to take care of herself and her daughter.” Recognized Social Health Workers (ASHA) workers who are often visiting family, also failed to pay attention.

An official said, “The village has a very small population of SCS. Of the 17 accused, 14 are from the community, while the three who are silent are from the SC community. When the matter came to light, the leaders of the Boya community allegedly tried to marry the girl to her SC classmate and fly the matter.”

Although his delivery date has been determined by doctors after July 21, the police have decided to keep him in the hospital as they consider it “risky” to send him back home. “The accused, although they are in jail, can use any instrument required to force the survivor to withdraw the case. As Dalits, he and his mother are insecure and forced to rely,” said an official.

Blood tests have also shown that the survivor is anemic, and hospital sources stated that she was struggling with depression. Officials said that doctors are working to provide him expected care.
