Grant slipped, Thinktank now faces parliamentary panel heat under the Rural Ministry

A parliamentary panel has recommended the “immediate review and replacement” of the current administration of the National Rural Development and Panchayati Raj (NIRD & PR), a thinktank under the Ministry of Rural Development (Mord), facing problems after the Center’s budget cut.

The Standing Committee of Rural Development and Panchayati Raj, led by Congress member Saptagiri Shankar Ulaka, said, “The committee was enlightened by the current administration during its recent study journey about centralized control and mismanagement.”

The NIRD & P is facing challenges, when the Center has raised Rs 1 lakh for its budgetary allocation for the financial year 2025-26, Rs 73.68 crore in the revised estimates of 2024-25 fiscal estimates and Rs 75.69 crore in 2023-24.

“In this regard, the committee inspects that since the 2025 budget presentation, the NIRD & PR employees and the faculty have demanded the Director General (DG) about a strategy for self -reliance and institutional transition. Unfortunately, unfortunately, there is no formal communication, no inclusive consultation on the way forward, no clarity, and no clarity.”

The committee said, “Internal file noting and oral instructions are being used by the Government of India on the basis of zero budget allocation, which is creating nervousness and mistrust within the organization. The committee also sees that despite the interests of adequate internal generated revenue (IGR) and Corpus Fund, the pay address, medical reimbursement, and especially are delayed.”

The committee said that it also came to know that there was no plan or direction from the Director General to raise resources or bring sponsored projects. “The individual faculty is under pressure to generate income for his/his monthly salary. This centralized control has weakened the operating integrity of the institute and has created serious apprehension about the administration’s commitment to maintain the assurances made to the faculty and employees at the time of his recruitment,” said this.

“, Therefore, to ensure effective leadership and institutional stability, the committee strongly advises the current administration for immediate review and replacement, which has failed to maintain faculty trust or organizational harmony by the government by the government,” the committee said.

The committee recommended the ministry to fast for the formation of administrative and governance matters to take care of a committee rapidly so that the situation could be prevented from worsening.

On the step of the Finance Ministry to disintegrate Nard & PR, the committee said that the hour requirement was to allow deep strategic support, decentralized decisions, adequate allocation of budget-in-aid and excess autonomy through the structural reforms between Mord and Nard and PR.

The committee further stated that it has been strongly recommended that “the Ministry of Rural Development should take” initiative and “come out with a strategic plan/new roadmap for the institute, keeping in mind” the progress of nation building in all areas in rural areas and the immense contribution made by Nar and PR “.
