A small government bungalow – for the first time in the row of buildings on the secret road in Srinagar – hosted a stable move of visitors. An elderly woman, a person with physical disability, and young men waited in various rooms of the campus demanding redressal for their complaints at the Grievance Redressal Cell -Rabita of the Jammu and Kashmir Government.

In a system without elected representatives, after years of bureaucracy regime, there was a common abstinence between local people in the districts in Kashmir – hearing in government offices. Soon after assuming the government’s reins in Jammu and Kashmir, this time as the Chief Minister of a center region, Omar Abdullah announced the establishment of a dedicated Grievance Redressal Unit in Gupkar.

“Long queues, curved corridors, I could not keep with the physical stress of knocking on the doors in the secretariat,” said Shahzada Begum. For three years, she said, she was trying to secure the final document for her retirement. He said, “Due to some discrepancies with my date of birth, I was not able to secure my last letters. Then my son -in -law heard about Rabita and I came here. In two trips, the officials here helped resolve my case,” he said.

Prior to the selected government, the LG’s office launched a complaint sale, although the lack of elected leaders was fully felt even then.

According to Omar Abdullah’s political advisor, who are overseeing the functioning of Rabita, Mudsir Shahmi in seven months, which is working, about 70 percent of the complaints, focus on development needs – electricity, water, bridge, roads and irrigation salary among others.

About seven percent of people receive financial assistance – medical or marriage aid facilities. Nearly two percent of the complaints brought in Rabita are also questions related to employment – which are looking for jobs and those who are demanding regularization of current employment. Meanwhile, a small percentage are also cases related to extremism, such as government intervention or compensation.

Center officials and employees coordinate about 56 line departments to solve public issues. At the center, a group of youths stood up, all looked disappointed.
