For the first time, the Supreme Court has surfaced with a roster, which specifies the post-wise quota, which strengthens the implementation of reservation policy for appointment and publicity of its employees belonging to Scheduled Castes and Scheduled Tribes.

This was done as a 1995 decision by the five-judge Constitution bench in RK Sabharwal vs Punjab, stating that in the appointments of the government, after reservation, should be for after reservation (based on the number of posts in a cadre and not based on the number of vacancies (depending on the number of vacancies in a year).

The judgment also states that the roster should be separated for direct recruitment and promotion. Under the roster, a person identified for a particular category will continue to live with it even after the retirement of the person wearing a post.

On 24 June, an internal circular issued by the apex court informed that the model reservation roster and register have been uploaded on supernet and effective from June 23, 2025. It urged the employees to take their objections or representatives to the registrar (recruitment) in the roster or register.

According to the model roster, SC/ST employees will get their related shares in direct recruitment and STS will get 7.5% in promotion.

Sources made at high places told The Indian Express that although there was reservation earlier, RK Sabharwal’s decision said that there should be a 200-point roster so that the reservation process is streamlined. However, sources said that there was no such policy till now and the implementation of reservation was random for SCS and STS with backlogs.

A 200-point roster is compulsorily finalized by the ruling to streamline the process and maintain sufficient quota for the reserved category as well as the general category, the sources said, saying that it is not limited to direct recruitments, but will also apply for reservation in promotion.

He said that although reservation so far is only for SCS and STS, Chief Justice of India BR Gavai OBC is also working to ensure reservation. Sources said that reservation applies to all posts, from registrar to peon.

CJI Gawai said, “We have finalized and published it. We have invited objections from employees. After objections are taken into account, it will be finalized and applied.”
