To cut delays in deciding decision making, the Cabinet Secretariat has sent direct letters to the offices of Union Ministers for the first time, where the files have been pending for more than two months, ask them to clean the backlog as soon as possible, The Indian Express Have you learnt.
The letter was noted in the second half of June and the number of pending files was mentioned. Till now, the pendency of files at the level of Joint Secretary, Additional Secretary and Secretary was reviewed, and not by ministers’ offices.
The Cabinet Secretariat is learned to monitor pendency at each level using the government’s e-office digital workplace, with about 7,000-8,000 e-filings daily, about 2,000 of the ministers. Most of these files are related to inter-ministers subjects, such as national policies and schemes.
It was revealed that the Cabinet Secretariat has flagged the pending files in the offices of ministers for 61-90 days, 91-120 days and more than 180 days. In a minister’s office, several dozen files were found to be pending, it is learned. In another minister’s office, files related to the release of money for one state were found to be pending for more than six months.
At this stage, the move of flag pendency is the latest measure taken by the NDA government to cut bureaucracy delay.
The government has previously launched Pragati (active-active governance and time implementation) to monitor the implementation of infrastructure projects. It has been described as a three-level system which includes officers of the Prime Minister’s Office, Central Government Secretaries and Chief Secretaries of the States.
The Prime Minister presides over the monthly meeting of Pragati, where he interacts with Union Secretaries and Chief Secretaries through video-conferencing. Sources said that the forum has helped accelerate over 340 “important projects” since its inception in March 2015.

In October 2021, the government launched the PM Gatishadi Manch to facilitate plan and decision -making on infrastructure projects. Another platform, e-committee, is also being used as a real-time monitoring system for following announcements and decisions related to central ministries.
