Leader of Opposition in both houses of Parliament – Rahul Gandhi and Mallikrajun Kharge – wrote to Prime Minister Narendra Modi on Wednesday that a law was sought to introduce a law in the upcoming monsoon session of Parliament to give full state to the center region of Jammu and Kashmir.
This letter comes a day after the Congress leaders, after the party’s top brass meeting, the issue will be raised prominently in the monsoon session, which begins on Monday.
In their joint papers, Gandhi and Kharge wrote: “For the last five years, the people of Jammu and Kashmir have consistently called for the restoration of the entire state. This demand is both legitimate and strongly in their constitutional and democratic rights.”
Congress leaders said that it was “important” to assume that while the federal regions in the past are being given as a state, the case of Jammu and Kashmir is without examples in independent India.
“This is the first time a full kingdom is downgrated in a center area after its domination,” read the letter.

It further said that PM Modi has on many occasions, personally reiterated the government’s commitment to restore the state. “In your interview in Bhubaneswar on 19 May 2024, you said: ‘The state is a serious promise that we have made and we stand by it.” Again, addressing a rally in Srinagar on 19 September 2024, you again confirmed: ‘We have said in Parliament that we will restore the kingdom of this region’, “The letter was read.
It has also been mentioned that the Center has “equal assurance” before the Supreme Court, during hearing cases related to the cancellation of Article 370, that the state will be “as soon as possible and as soon as possible and as soon as possible.

The letter said, “In view of the foregoing and the above, we urge the government to provide full state to the center region of Jammu and Kashmir to bring forward a law in the upcoming monsoon session of Parliament.”
‘Include Ladakh under Sixth Schedule’
Both LOPS also requested that the government further brings the law to include the center area of Ladakh under the sixth program of the Constitution.
“This would be an important step towards addressing the cultural, developmental and political aspirations of the people of Ladakh, while protecting their rights, land and identity,” it said.
On August 5, 2019, Jammu and Kashmir were divided into two center areas after canceling the special status of Jammu and Kashmir. Ladakh has been recognized as a separate center area “without” a separate center area “without” the disposal of Article 370 and later after the enactment of the Jammu and Kashmir Reorganization Act, 2019.

Since the separation, there has been a demand that Ladakh should be included under the sixth schedule including provisions about the administration of tribal areas in the states of Assam, Meghalaya, Tripura and Mizoram.
