The Goa cabinet on Wednesday nominated a bill, which proposes to ban the imports, sales and reproduction of some “cruel” dog breeds, including the rootwilers and the pitbulls in the state.

After the cabinet meeting, Goa Chief Minister Pramod Sawant said that Goa Animal Breeding and Domination Regulation and Compensation Bill 2025 will be introduced in the monsoon session of the Goa Legislative Assembly, which is scheduled from July 21 to August 8.

In February, after a part of the “aggressive” dog breed -related incidents, the Chief Minister announced that the cabinet had approved the ban on ‘Rotwile’ and ‘Pitbul’ dog breeds in the state. At that time, Sawant had said that the government would bring an amendment to Goa Animal Breeding and Domestic Rules and Compensation Ordinance 2024 to include the ban on sale, imports of two dogs across the state.

A government official, requesting oblivion, said: “The ordinance was passed by the cabinet, but it was not imposed. Now, the bill is being introduced. It is being introduced. It proposes to ban imports, breeding and breeding of cruel dog breeds. Penalty will be imposed for husband.

According to data shared by the Union Health and Family Welfare Ministry in the Lok Sabha in April, the number of dog bites in Goa increased from 8057 in 2022 to 11,904 in 2023 in 2023. In 2024, the number of dog bites proceeded to 17, 236. In January this year, the state reported 1789 dog byte cases.

In January 2025, a 40 -year -old man suffered injuries after cutting a pet Rottweiler in Asgao, North Goa. Following the incident, Asagao Village Panchayat issued a notice that was requested to the owners of some breeds (Pitbull, Rotwile), “not to leave and walk with their pets in open public places”, saying that crime would be considered “punishable”.

In August last year, a seven -year -old boy died after a Pitbul attacked badly in Anjun, North Goa. The boy was with his mother – a domestic help – in his employer’s house where his dog was a boy on the neck and body. The incident had expressed displeasure and a clamor for strict rules, including a ban on some dog breeds.
