Assam is considering a policy that will give the district commissioners the power to approve or reject Aadhaar applications from more than 18 persons, Chief Minister Himant Biswa Sarma said after a state cabinet meeting on Friday.

“We are pushing 15, 20, 30 people back from Assam every day. But it is not that the police are capable of catching them all (alleged illegal immigrants). Today, we have discussed a discussion in the cabinet that Aadhaar has been in Assam for many years. Now adults need to apply for anarchy. Come with a law that if the adults are searched for Assam, then only the district commissioners will be able to give it;

Vikas comes against the background of fresh push against the alleged illegal immigration from Bangladesh. This includes detention and “pushbacks” of hundreds of foreigners by tribunals of foreigners of the state in Bangladesh.

Earlier this month, in a special session of the Assam Legislative Assembly, Sarma said that more than 300 people were “pushed back” in this way. On Friday, he confirmed that the process was going on, given that 20 people were “pushed back” on Thursday night.

He said, “Earlier, Aadhaar was given in the center or SDC offices. Now, until the DC itself appears, the way to get the base will be closed,” he said.

Sarma said that this issue is still in discussion and a formal decision will be taken in the future cabinet meeting. He said that the state government is also trying to “tighten” the process of obtaining late birth registration.

In the context of the instructions for the amendment of the electoral rolls in Bihar, he said, “Even this time to join the voter lists, gradually, birth certificate will be required. That is why we want to tease to issue a birth certificate … Even the matter of availing backdated birth certificate will also go to DC.”

Sarma has often expressed concern over “suspected foreigners” availing the Aadhaar card in the state. Last year, the Assam Cabinet issued a standard operating process to connect the Aadhaar card to the national register of citizens, making it mandatory for one to submit its NRC application number, which was provided to them while applying in 2015.
