A high-level committee chaired by Union Home Minister and Cooperation Minister Amit Shah on Wednesday approved a central assistance of Rs 2,006.40 crore in Himachal Pradesh for recovery and reconstruction activities after the flood, landslide, and recovery and reconstruction activities in 2023.

A statement issued by the central government said, “out of this (Rs 2,006.40 crore), Rs 1,504.80 crore will be a central part of recovery and reconstruction funding window under the National Disaster Response Fund. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of NDRRF.”

The committee, including the Finance Minister, Minister of Agriculture and NITI Aayog Vice President, considering the proposal of financial assistance to the state through the Retriest and Reconstruction Financial window under the National Disaster Response Fund (NDRF).

Under Chief Minister Sukhwinder Singh Sukhu, the state government has been blaming the center for not issuing a post disaster Need Assessment (PDNA) fund of about Rs 9,000 crore to the Center for a long time. This issue has been a matter of warm discussion among the ruling party MLAs and opposition BJP MLAs during various assembly sessions.

Senior BJP leaders, including National President JP Nadda and former Chief Minister Jai Ram Thakur, on Wednesday praised the central government for approving assistance.

The Center had earlier approved Rs 1,658.17 crore for Uttarakhand, after land sub -part in Joshimath, and Rs 555.27 crore for Sikkim in the wake of Glacian Lake Outbst Flood (Glof) in 2023.

Apart from this, it raised urban floods (Rs 3,075.65 crore), landslides (Rs 1,000 crore), GLOF (Rs 150 crore), Forest Fire (Rs 150 Crore), Forest Fire (818.92, RS), Forter (RS), Light (818.92.92.92.92.92.92, Forest (818.92, RS). Projects were also approved with a overall financial outlay of Rs 818.51 crore. (Rs 2,022.16 crore).

This additional assistance is above and above the funds issued by the Center under the State Disaster Response Fund (SDRF) which is already placed at the disposal of the states. During the financial year 2024-25, the Center released Rs 20,264.40 crore in 28 states under SDRF and Rs 5,160.76 crore under NDRF. Additionally, Rs 4,984.25 crore was released from the State Disaster Mitigen Fund (SDMF) to 19 states and National Disaster Mitigation Fund (NDMF) to eight states for Rs 719.72 crore.
