The government has agreed to a 16 -hour long debate in Parliament on Pahgam Terror Attack and Operation Sindoor, but next week, after Prime Minister Narendra Modi returns from a foreign trip. The decision was taken after the first day of the monsoon session on Monday, in both houses, the Congress -led opposition was disrupted the proceedings demanding a discussion on terrorist attacks and the struggle with Pakistan.
The opposition wants both issues to be raised before entering any other business in the house. However, sources said, the Treasury Bench said in a meeting of the Business Advisory Committee (BAC) that the opposition wanted PM and Defense Minister Rajnath Minister to be present during the debate. A source said, “So the time has been slated for next week.”
PM Modi is leaving for the UK and Maldives on Wednesday and returning on 26 July.
According to the sources of the ruling side, the government wants to take the income tax bill, 2025 on priority. However, the opposition remains to decide whether any legislative business should be allowed before the discussion on Pahalgam and Operation Sindoor.
A meeting of India Block Floor Leaders has been scheduled in the Lok Sabha leader of opposition Rahul Gandhi’s Chamber in the Parliament complex at 10 am on Tuesday.
On Monday, the selection committee led by BJP MP Bajiant Panda submitted its report on the Income Tax Bill. The BAC, which recommends the allocation of time for discussion, has kept 12 hours separate for a debate on the bill.
The selection committee has suggested more than 285 amendments to provide relief to small taxpayers and clarification on certain provisions, and is likely to obtain cabinet approval before amending the bill and bringing it to the House. The union cabinet is scheduled to meet on Tuesday.
Congress General Secretary KC Venugopal told reporters in the morning: “Our demand is that there should be discussion (on Pahgam), this is an important issue. We are proud of our country. The Prime Minister should come and make a statement.”
The Lok Sabha on Monday saw four sudden adjournment, ignoring the appeals of Rajnath Singh and Parliamentary Affairs Minister Kiren Rijiju when the House met at 12 noon, saying that the government was ready to debate every issue, and “was ready to answer all questions”.
Rijiju told the opposition to keep his demands during the BAC meeting, and let the speaker call. “But it is unacceptable to raise slogans and not let the house work on the first day of the monsoon session.”
Speaker Om Birla said that he was ready to allow members to raise all issues including Operation Sindoor, but after the question hours – the first hour of the day, set a separate set to raise questions related to separate ministries and departments for MPs. He said, “The House will work according to the rules and regulations. I cannot allow resentment and placards to increase,” he said, urged the members to give a notice if they want to speak.
Rahul Gandhi claimed that when he was tried to try on Monday, he was not allowed to speak in the House. Gandhi told reporters outside the House, “The Defense Minister is allowed to speak, but the opposition members, including me, are not allowed to speak … It is a new approach … The convention states that if the people of the government can speak, we should also be given a place to speak,” Gandhi asked reporters outside the House.
Congress MP Priyanka Gandhi Vadra said: “If he is ready for discussion, he should let the Leader of the Opposition speak. He stood up to speak, so he should be allowed to speak.”
However, BJP leader Sanjay Jaiswal denied that Gandhi was also not present when the House met in the afternoon, after which there were papers on the agenda and the ministers spoke. Jaiswal said, “Rahul Gandhi did not come home initially … He came late, but was seen talking to other opposition leaders. Once he did not ask him to speak from the chair.”
Prior to both the houses, PM Modi said in his customary initial comment that the government would introduce the bill “which will strengthen the country’s development journey, strengthen the progress of the country, and strengthen the citizens of the country”. He said, “The house will pass him after detailed discussion,” he said, urged the members to cooperate with the government.
Modi met Rijiju and Arjun Meghwal during the day along with senior ministers Amit Shah, Rajnath Singh, Shivraj Singh Chauhan, Nirmala Sitarman. “The PM was informed about the opposition’s demand for their presence during the decisions taken in BAC and their presence during the debate.”
The monsoon session has been scheduled with a break from August 12 to August 18 from August 21, and 21 seating during 32 days.
