Along with raising concerns over the ongoing special amendment of Bihar’s electoral rolls, Chief Election Commissioner (CEC) Ganesh Kumar said on Monday that the objective was to ensure that “no eligible voters were left out” and “no unqualified voter is involved”.
The Election Commission (EC) said that amendment was required because “the electoral roll is always a dynamic list”, and the Constitution states that only “Indian citizens are eligible to be registered as voters”.
The EC also underlined that according to its instructions issued on 24 June, any person named one who was not in the 2003 election role, can still present an extract of that electoral role as proof to his mother or father, rather than presenting any other document.
According to the EC order, those who were not on the role in 2003 – the last time an intensive amendment was made in Bihar – when born before 1 July 1987, he would have to present themselves as their birth and/ or proof of their own birth place; Birth of themselves and a parent and the birth of a parent when born between July 1, 1987 and 2 December 2004; Evidence of the birth of themselves and both parents and the birth of both parents when born after December 2, 2004.
These categories are according to citizenship requirements in the Citizenship Act, 1955, EC sources said.
“Further, according to the instructions, no person named in the 2003 election role in Bihar, he can still use the extracts of the 2003 electoral roll instead of providing any other documents for his mother or father. In such cases, no other documents will be required for his/ his father or father. Monday.
On Saturday, the EC said that a total of 7.89 crore voters, 4.96 crores, which were on the role on January 1, 2003, would have to submit only the new enumeration form. This means that the remaining 2.93 crore, or about 37% of the voters, will have to submit documents that establish citizenship in addition to the form.
