The appeal comes in view of the government’s recently publishing the draft guidelines to regulate the app-based transport aggregators. Taxi unions have threatened to stage protests, stating that the step will pave the way for the entry of private app-based taxi aggregators that can endanger their livelihood. On Monday, taxi operators queued outside the Transport Department office in Panaji and presented their written objections for the draft guidelines.
In their objections, taxi drivers demanded clarity on the fare structure, stating that the entry of app-based taxi aggers would “monopoly” on the transport sector and run local taxi operators. Some drivers demanded that cab aggregators be banned for providing basic pick-ups and drop services and they should not be provided booking for local scenic spots, events transportation, cruise booking or booking for visit to other pre-established sightseeing. Taxi operators said in a memorandum, “These segments are the backbone of our local tourism economy and directly support small businesses, guides and operators.”
Transport Minister Mauwin Godinho said on Monday that the guidelines were only in the draft phase. “We have given a month’s time to get everyone’s opinion. We will take them (taxi operators) into confidence. If tomorrow, they say that we want to come together under our own aggregator, then I will not hesitate to give them finance. Let them operate.

It is not only about facilities for tourists, but about creating more permanent livelihood opportunities for our local communities.”
The department said that Goamiles operated under the supervision of Goma Tourism Development Corporation (GTDC) remains a reliable app-based aggregator. “These platforms ensure appropriate compensation aligned with government-rage rates,” the statement said and promotes the quality of service through digital ratings and real-time monitoring. “

Meanwhile, a group of taxi operators met Calangut MLA Michael Lobo and Seolim MLA Delila Lobo on Tuesday to reiterate their demand to oppose the entry of app-based cab aggregators. During a warm discussion with taxi operators, Michael Lobo assured him of his support and stated that the aggregators outside the state would not be allowed. However, he also said that “everything should be online, including market rates for taxis”.
