Ministry of Defense started review of manual for big-ticket purchase India News

Five years after publishing a detailed manual for defense capital procurement, the Ministry of Defense has launched a comprehensive review of the Defense Acquisition Process (DAP) 2020.

This step comes at a time when the government has provoked large ticut military procurement, which gives indigenous priority to those people. It aims to reduce and streamlines large-ticut defense, aligning it with the policies and initiatives of the current Central Government.

The DAP controls all capital purchases, while the delegation of financial powers for defense services (DFPDS-2021) is the manual that controls all revenue purchases, including overhale, refinance and maintenance of defense platforms for small equipment, ammunition, parts and other items.

The Ministry of Defense said on Thursday that a committee has been formed under the chairmanship of Director General (Acquisition).

Sources said that the requirement of further clarification of some classes in DAP was laid by services and industry.

It will include senior officials of the Ministry of Defense, Representatives of the Defense Industry and Educationists. Former bureaucrat Apoorva Chandra, who previously served as DG (Acquisition), was appointed as the head advisor to the panel.

The ministry said that the panel has started counseling and invited suggestions from stakeholders by 5 July.

Suggestions were sought on policy/procedural changes to adopt new techniques such as streamlining acquisition processes, covers classifications, ease of doing business, conducting tests, post-contract management, fast-track processes, and artificial intelligence.

Language reforms have also been suggested to eliminate ambiguity, remove discrepancies and increase procedural clarity in DAP and other relevant issues.

The Ministry said that the purpose of the DAP review is to streamline the existing capital procurement rules to meet the operational requirements and to meet the modernization of the armed forces in a timely manner.

This indigenously designed and developed technology through developed systems will simply align the acquisition processes with the policies and initiatives of the Central Government to achieve self -sufficiency in defense by promoting infrastructure.

The review has to enable ‘Make in India’ by promoting defense manufacturing in India through convenience of joint enterprises and transfer of technology to private sector, encouraging foreign OEMs (original equipment manufacturers) through FDI alignment and establishing India as global defense manufacturing and MRO hub.

It aims to promote design and development in both public and private sectors, focusing on private defense industry for startups, innovators and indigenous technology infusion.
