The opposition disrupted proceedings in both houses of Parliament on the second consecutive day on the special intensive amendment (SIR) of the Election Commission in Bihar, which was a pioneer for the adjournment till Thursday.
While the Lok Sabha was first postponed by speaker Om Birla by noon and then before 2 pm before being postponed for the day, it was a wandering assembly with two important bills with two important bills, 2025, and National-Doping Anti-Doping Amendment Bill, 2025, Union Minister and Sports Mainkukh.
However, the proceedings in the Rajya Sabha were completely submerged amidst the demand of the opposition to discuss both issues.
Union Agriculture Minister Shivraj Singh Chauhan, after starting the proceedings, appealed to the opposition opposition members that out of 11 of the 20 questions related to the welfare of the farmers, 11 out of 11 questions were appealed to be a part of the question hour since then. Chauhan said that the government also demanded to inform the farmers of the nation about various schemes and measures for them; This was followed by the speaker.
“Today, there is going to be a discussion on issues related to the farmers of the country … (But) You don’t want the question to take hours. You do not want to discuss issues related to farmers,” Birla said.

“You bring placards to indulge in anarchy – this is not in congratulations with the traditions of the House. I appeal to all of you to go back to your places and sit down … and engage in a comprehensive debate on the issues of the farmers of the country … This house is for discussion and communication,” Birla said.
Action began in the afternoon with BJP MP Sandhya Rai on the chair amid the slogans of “Sir Low (Roll Back Sir)”. He also appealed to the opposition members to resume their places, but to no avail.

Despite DIN, Mandavia was able to introduce two bills. After another appeal by Rai, the Opposition was ignored by the opposition to follow the decoration of the House, the proceedings were postponed till 2 pm.

Meanwhile, the Rajya Sabha saw a full washout as Vice President Harivansh marked the proceedings by the adjournment after rejecting the notice, which inspires the protests demanding a discussion on the head.

MPs from all opposition parties, including the Leader of the Opposition Mallikrajun Kharge, opposed the rejection of notices, and Harivesh post postponed the House by noon.
The day started by Union Ministers with a paper laying on the House’s table. Harivesh then informed the House that he received 25 notices under Rule 267 (which allows MPs to suspend the rules for immediate discussion with the consent of the chair). These notices demanded discussion on issues from the heads of electoral rolls in Bihar, displacement due to the demolition of slums in Delhi, discrimination against migrant workers of Bengal in other states and increasing number of air security incidents.
Harivesh dismissed all notices on the basis that they were not in line with previous ruling and instructions. This inspired an uproar from the opposition members, who stood up and reiterated the demand, especially discussed on the head, leading to a stay till noon.
Later, Harivence demanded the cooperation of MPs to do business during zero hours and urged them to speak as MPs of Marumalarchal Munnetra Kazgam (MDMK) as their term was scheduled to end on 25 July. Between protest and Narring, Vaiko raised the issue of arrest of Indian fishermen.

When the House again organized, Ghansham Tiwari took the chair and resumed the business with the question hour. He asked P Sandosh Kumar of the Communist Party of India to ask a supplementary question, but the protest continued. The MP also demanded a discussion on the head. Tiwari soon adjourned the proceedings till 2 pm.
When the Rajya Sabha re -organized at 2 pm, Vice President Bhubaneswar Kalita called the ports, shipping and waterways Minister Sarbananda Sonowal from 2025 to the maritime bill, 2025 to transfer the goods car.
While the minister transferred the bill, the opposition continued protests on the SIR issue. Along with continuing the demand of MPs, the leader of the opposition Mallikrajun Kharge is allowed to speak on the matter, Kalita postponed the House till 11 am on Thursday.
