Ten months after the government canceling the recruitment process for lateral admission to posts in various ministries, it has been said that it will review the policy to include reservation, Minister of State, public grievances and pension for personnel.

On August 17, 2024, Union Public Service Commission (UPSC) Advertised 45 posts for lateral admission in various ministries. However, due to lack of reservation, the government decided to stop the process after facing backlash, including BJP partners, Lok Jansti Party (Ram Vilas). On August 20, Singh wrote to UPSC Chairperson to cancel the advertisement, which was done on the same day. Till then, the government had said that reservation in lateral entry posts could not be implemented as they were single-cadre posts.

“It is important that the constitutional mandate towards social justice should be upheld so that the candidates of the marginalized communities get their correct representation in government services … The Prime Minister is of firm belief that the process of lateral entry should be aligned with provisions and principles of social justice in our Constitution, especially related to the provisions of reservation,” Leo wrote.

Asked about the policy situation while addressing a press conference in 11 years of the government, Singh said that the policy was not suspended. He said, “We have not suspended it. I think it was started with a very great intentions and it was possible only because we had someone like Prime Minister Modi, otherwise, such a lateral entry, unknown, procedures,” he said, the previous governments did not have an objective system for such recruitments.

“We tried to make it institutional, we tried to make it more purposeful by rooting it through UPSC,” he said.

When asked about the implementation of reservation, he said in the appointments of single positions anywhere in the world, “Reservation rules do not work. I hope I am clarifying my point.”

“If you say that this year I will have a reserved category, I will have a general category next year, so if you do not know what you want for a special profession, you will have to wait for years. So this was the principle that was tried to cross. But some people still need to discuss, so we said that we are open for it,” he said.

Personnel and Training Department (DOPT) secretary Rachna Shah said that the matter was under “discussion and active idea”, but he said that no reservation guidelines can usually be implemented for the same job.

The minister said, “But even when this issue came out, we said, we will give it an idea, we should also understand what are the options. We are still open for it. It has not been left.”
